specific version of 1994's contract with america. the setting was a lumber company in northern virginia, the key points are these. a halt to any stimulus spending that hasn't gone out yet. and a rollback of overall spending to prestimulus, prebailout levels. repeal of the health care reform law. permanent extension of the bush era tax cuts for everybody. along with new tax breaks for small businesses. a freeze in nonsecurity related federal hiring and a requirement that all new legislation pass a constitution check. those last two points are a nod to the tea party which by the way handed several republican candidates their hats in this year's primaries. some brand new polling is boosting republican hopes in the november senate races with one big exception. our cnn senior political editor joins me from d.c. with the stories behind these numbers. let me get started with the numbers. then i want to hear what you to say about it. in pennsylvania, former republican congressman pat toomey leads joe sestak 49% to 44%. wisconsin republican ron johnson leads three-term incumbent russ feingold, 5

and maybe west virginia. i'm not predicting we're going to win all those but we're on offense and we will win a number of them. and we will be a more influential group in the next congress. >> the republican leader mitch mcconnell naming 13 democrats seats there, 13, if you're counting. when i asked him for his top ten list, let's start with california. here are the new voters out tonight. boxer, 48%. fiorina, the republican challenger, 44%. and if you look at the breakdown among democrats, independents and republican, you see in the middle, boxer, 45%, fiorina, 40%, among independent voters. john avlon, the republicans can say, hey, we're competitive in california, that's a plus, but heading into the stretch, they probably hoped it was a little better than that. >> think it's going to tighten up a little bit. you need to look at the boxer/fiorina race, also whitman versus brown in the gubernatorial race. if whitman has a strong push into the fall that could help fiorina with independents in particular. clearly, the republicans are running against headwinds in california. not a lot t

virginia he gathered in a back yard with a number of people who'd been adversely affected by the economy, by the healthcare law in particular. they talked about their trials and tribulations, but they also talked about obama administration policy that's have helped them. and that's the sort of thing the president is going to be emphasizing here. starting in albuquerque, gathering at someone's home, talking about the economy. obviously, that is the number one issue in the upcoming elections. then he travels to madison, wisconsin. more overtly political trip there. he'll hold a rally for the democratic national committee. and then on to des moines, iowa, where again he'll be gathering for sort of a small, semi-private gathering. of course, we will be there with cameras. where people are going to be talking about the economy. and then on to richmond, virginia, finally wrapping up on wednesday, with a similar event. and this is the sort -- this is the thing, alex. it's all tied together. the president trying to emphasize what we've heard many times in the past several weeks, that when he too

is there, outside of d.c., sterling, virginia, this morning. a lot of what's in the pledge seems to be classic republican ideas that we've heard for some time now, years, as a meat of fact, anything new in here? >> reporter: well, i think what's new and what's most interesting is the way that house republicans are trying to make the tea parties voters, especially understand that they are trying to listen to them. i think we have some examples of points that i saw were clear indications that they were trying to reach out. little things. for example, weekly votes on spending cuts. a pledge to cut congress's budget. a net hiring freeze of nonsecurity federal employees. and a vote on every regulation costing more than $100 million. those, each of those, is a nod to the idea that many in the base, you know, you hear republicans talking about this rebellion. rebellion is in large part about spending. so these are little things that the house republicans say they will try to do to address that. in addition to that there are some items in here that address the whole idea at that governme
